Unemployment benefits for persons moving to or from Finland

You can get unemployment benefits for example if you look for work in another country or if you move to Finland. You may get one of the two kinds of unemployment benefits available in Finland: the general social security benefit (yleistuki) paid by Kela or earnings-related unemployment allowance (ansiopäiväraha) paid by unemployment funds (työttömyyskassa).

More information about the unemployment benefits.

From Finland to another country to look for work

If you get general social security benefit from Finland, you can stay in another country and still continue to be paid your general social security benefit under certain circumstances. You can also make use of your Finnish employment history if you apply for unemployment benefits in your new country of residence after moving abroad.

Benefits for unemployed and jobseekers in Finland

You can get general social security benefit in Finland if

If you belong to an unemployment fund (työttömyyskassa), apply for earnings-related unemployment allowance (ansiopäiväraha) from the fund. More information about earnings-related unemployment allowance (tyj.fi).

Apply for unemployment benefits in your country of residence if you already lived there while you were still working in Finland and you do not plan to stay in Finland after becoming unemployed.

If you have been temporarily laid off in Finland or your Finnish employment contract is still valid, you must apply for general social security benefit from Kela or earnings-related unemployment allowance from your unemployment fund in Finland even if you live in another country.

Kela benefits may affect residence permits and citizenship applications

Some of the benefits paid by Kela may affect eligibility for Finnish citizenship or residence permits. Kela cannot provide advice on matters related to residence permits or citizenship applications. For more information, see the website of the Finnish Immigration Service (migri.fi).
