Accessibility statement for www.kela.fi

This online service is largely compliant with accessibility standards (WCAG 2.1, level A and AA). Some accessibility issues remain. These issues are described in more detail on this page. 

Users may encounter some accessibility issues on our website. The following is a list of known issues. If you discover a problem that is not listed, please let us know.

Contents or functionalities which are not yet fully accessible:

• Not all images and graphical elements have a text alternative, or the text alternative does not describe the content accurately enough. (WCAG 1.1.1)
• Headers are not ranked correctly on all pages. (WCAG 1.3.1)
• The descriptions essential to understanding certain tables are located outside the table. (WCAG 1.3.2)
• Some link names are not fully descriptive. (WCAG 1.1.1)
• The video player used in embedded videos is not fully compliant with minimum contrast requirements. (WCAG 1.4.11)
• A page may include several different link texts that link to the same object. (WCAG 2.4.4)
• The website may contain content in another language that lacks a ‘lang’ attribute. (WCAG 2.1)

Order form for press releases

The following accessibility issues affect the press release order form:

• The check boxes are not focusable using a keyboard. (WCAG 2.1.1)
• Screen readers do not indicate the role of the check boxes or whether a check box has been checked. (WCAG 4.1.2)

Feedback form

The following accessibility issues affect the feedback form:

• The names of user interface elements do not always describe their purpose (WCAG 1.1.1)
• The visible name of the element and the help text are not always associated with the technically correct element (WCAG 1.3.1)
• The content of the form is not fully adapted to a small display (320 px wide) (WCAG 1.4.10)
• Element focused by keyboard not distinguished clearly enough (WCAG 1.4.11)
• Visible name and name communicated to the screen reader do not always match (WCAG 2.5.3)
• No suggestions given on how to resolve errors (WCAG 3.3.3)
• Changes in status (for example success or error) are not automatically communicated to the screen reader (WCAG 4.1.3)

Kela is currently in the process of replacing the existing feedback system. A new feedback form will be introduced in 2027.

The below contents or functionalities will be replaced with new services that meet accessibility requirements. Making the existing services or contents accessibility compliant is not possible or would require major investment in the legacy systems.This would impose an unreasonable burden on Kela.

Such content and functionalities are:

Forms in PDF format

• Kela’s PDF forms are generally accessible with a few exceptions. The following forms, which are available in Finnish and Swedish only, do not meet accessibility criteria yet: 

  • Forms related to occupational healthcare (SV 98 TTH, SV 98a TTH, SV 110 TTH, SV 111 TTH, SV 113 TTH, SV 114 TTH and SV 116 TTH). These forms will made accessible the next time they are updated.

• The PDF forms will gradually be replaced by e-services as the primary accessible customer service channel as the e-services are redesigned and updated.​​​​​

• rehabilitation course search

  A new and accessible search has been launched in autumn 2021, and it will gradually replace the current separate search functions.

The following is a list of content on our website which is exempt from the statutory accessibility requirements.

Our website contains

• videos posted before 23 September 2020. These videos do not feature subtitles and/or audio description. There are videos also on Kela’s YouTube channel.
  • The accessibility requirements do not apply to videos posted before 23 September 2020.
• files published before 23 September 2018. 
  • The accessibility requirements do not apply to files which were released before 23 September 2018 and which are not relevant to the rights and responsibilities of customers.
• archived materials such as press releases, blog posts or statistical and research data.
  • The accessibility requirements do not apply to materials archived before 23 September 2019 which are not updated and are not needed for a case pending with a government authority.
• live video transmissions that do not feature subtitling and/or audio description. 
  • Live video does not come within the scope of the legislation.
