Government proposes changes to student benefits starting 1 August 2027

Published 25/9/2026

The Government has proposed that the Act on Student Financial Aid be replaced by a new Act on Student Benefits. Changes are proposed to the terms of student financial aid, study grant, student housing supplement, government guarantees for student loans, school transport subsidy, student loan compensation and assistance with student loan interest. If Parliament adopts the proposal, most of the changes will enter into force on 1 August 2027.

What are the planned changes?

We have summarised the changes included in the government proposal below. The proposed changes will enter into force on 1 August 2027, unless another date is mentioned below.

When will the proposed changes enter into force?

The changes will enter into force on 1 August 2027 if the new Act on Student Benefits enters into force, unless another date is specified for any individual change. The change to the provider supplement is intended to take effect on 1 October 2027 and the change to interest assistance on 1 January 2028. The changes listed on this page are still proposals that have not yet been adopted by Parliament. This means that their content and timing may change.

What do I have to do?

You do not have to do anything yet, as the changes have not been adopted. If the changes enter into force, Kela will grant the correct amount of provider supplement automatically without application. Whether a person in compulsory education meets the requirements for a higher housing supplement and for school transport subsidy for weekend trips will be assessed by their school, and Kela will make its decision based on the information it gets from the school.

We will keep you updated on any changes and their timing once Parliament has reviewed the government proposal.
